Go to "Control Panel >>> Add/Remove Programs", choose "Add/Remove Windows components" from the left panel and uncheck "Internet Explorer" and "Outlook Express" in the list and click Next. Don't forget to chose my answer as the best one after 24 hours lol

IE Can not be removed. It is the most compatable Internet borwser and is set into Windows. Without it you can not have the Internet.
Outlook should be able to be removed via the system Add / remove however. These are all Microsoft owned products hence you may not be allowed to remove them.
They take up no room at all though. So you might as well keep them.

Good news, and Bad news.
Internet Exploder replaced the traditional file managers "Midnight Commander' and 'Explorer' that used to be in Win 3.1 and Win 95. For browsing the Internet, just grab Firefox.
Lookout Express is another lame POS that can be replaced with Mozilla Thunderbird.
But, that 'other Operating System' contains all the goodness of thousands of programs, games, apps. and is actually over 500+ different choices!
Try the fast, free, LiveCDroms, http://pclinuxos.com or http://mepis.org that are upto 50X faster than Microsoft.
Also, they are immune to the "114,000 Microsoft Virus Definitions"

You can't uninstall IE, it's bound so tightly with the core if Windows itself that even if you did find a way you'd break Windows so comprehensively that your machine would be screwed. Plus, you'd be left without any way of getting security updates for Windows as IE is the only browser that can 'talk' to Windows Update so getting rid of it's hardly a good idea.
Outlook Express can be uninstalled but the process is pretty fiddly:
