Chloe's boyfriend, Morris had left CTU just before his photo was revealed, and when they discovered that he was the engineer McCarthy was targeting, he was referred to as "Morris O'Brian"... but that is Chloe's last name, and they aren't married. What's with the same last name? Just coincidence?

No it's not coincidence, they are divorced, it was stated in day 5 when she called him to come to CTU to help that day that he was her ex-husband. They are now dating again.

Its her ex-husband, he was first introduced last season. After most everyone died last season in CTU due to terrorists poisoning the air duct system, CTU needed qualified people to help them get back on their feet.
Chloe knew no one more qualified then her ex-husband, even though she was skeptical about working with him again. But he still cares for her a lot, and I do believe she is giving him another chance.
