The simple answer is that the bumper and safety requirements are the limiting factor. It needs all sorts of airbags and bumpers, and would need to be lifted off the ground a bit. The tires also don't meet the standard tread depths, because they are made for racing.

If you had one, and drove it a couple miles on the street, you could probably get away with it!!!

In fact; the F1 IS street legal.Just not in north america. The cost and time which is involved in meeting all the N. Am. specifications is out of the question. Especially since Mclaren has no problem selling all the vehicles they can make, elsewhere!
