Open Windows Explorer
select C:\ Drive
Open Document and Settings Folder
Open All Users Folder
Open Start Menu
Select, but do not open 'Programs' folder
On Windows File Menu, left click, select New and then Folder
Name the folder and hit Return
now look in Start Button, All Programs and you will see oyur new folder.

If you have already created a blank folder on your desktop, and want to put it into your start bar, simply click and drag that folder over onto the start button, wait until the start menu appears, and place it in the area where your most used programs appear (e.g. Internet Explorer, Messenger, etc.) I don't believe it can be placed within the All Programs menu, but you can certainly try! Good luck!
