How can I make my Character Map 'window' LARGER?

Some suggestions:

Take the screen resolution ( down ) - which of course makes
the whole desktop larger as well.

Use the Magnifier on the Accessories => Accessibility menu.

Use the Accessories => Accessibility Wizard to make specific
changes to various Windows components.

... or alternatively the Appearance Tab from Display Properties.
