I am debating on get a high-defintion tv or a lcd monitor

If everything else is equal then yes, you'll get the same picture quality on two different displays running at the same resolution.

This depends on where the filters are for scaling.

As a rule the non-interlaced video, 1080p is better than 1080i. If you get a resolution lower then 1080 you will need to scale down the image. This scaling is done in chips and should cost close to nothing but I am seeing great screens with very bad electronics. It is really pathetic. You have the ability to show a great picture and you don't because of some chips that cost $12 bucks they did not use. I think up-scaling is a bigger issue because so much video is in 720i today. Upscaling is easy to do but it is messed up too. Look for sharp lines and see if there are ripples after the line.

Look for reviews, use what you see but demand more. They should have temporal filters, de-blocking filters.

So if you get all the scaling in the box so the box always gives the monitor a native size image, you can save money on the monitor.
