Generally speaking, most of the time when you pay a registration fee it is not a legitimate opportunity. There are exceptions, for example Avon and Mary Kay both require the purchase of a start up kit. When you pay for goods it's one thing, when you pay for access to information it's another
As far as knowing which websites are scams, I'll take the easy way out and say that I don't know of any that aren't.

Many places that require you to pay to find a job are scams. An employment service will charge the business that they find staff for , you pay nothing .
Many work-at-home schemes make you the business owner and you are then liable for any costs of doing business, like liability insurance or product lawsuits.
Your state Better Business Bureaue (spelling?) can tell you if there are complaints against a specific business. They should be in the phone book.
