Legal drinking age in Egypt is 21 and smoking is 18 ,you can drink and smoke insides only alone or with friends since u are a Western no problem , regarding driving it is 18 but as the 1st answer advised it is better to rent a car as it will be hard for u to drive over there when u r new , life is very nice and u gonna enjoy people " we are warm " , try to find a home in Zamalek area its the best . all the answers given by the first answerer is correct and usefull for u ... what ever u need more just hit the button and any answer will be free of charge :D ...

I don't know the correct answer to your question, but knowing Egyptians, they will not care much if you are one or two years younger than you should be for drinking and smoking.
You will not need to drive in Egypt, as a private taxi is roughly 0.50 USD per mile. Shared taxis are even cheaper. You can easily rent a car for 4 people with a driver and fuel for 50 USD a day.
One word of warning: As a single girl on your own, do not openly smoke or drink alcohol in the streets. Egypt is a muslim country. Drinking alcohol in the open as a woman outside the hotel or a hip bar in Cairo will cause Egyptians to think that you are a slut. Dress conservatively, with baggy half-arm t-shirt without any cleavage and long flowing skirt going down to your ankles.

I will add about the law of hotels : If one of the hotel guests is an Egyptian it's not allowed to stay in a room with a lady who is not his wife, sister or mother.
It's also not allowed to invite an outside guest to your room. Alcoholic drinks in public is illegal all the time. In the month of Ramadan during the day time avoid smoking in public just for the reason that many smokers are fasting and the smoke makes them nervous when they smell it.
If you are coming to live in Egypt try to ask and to know what you need from Egyptians or people who visited or lived in Egypt. I saw many books with exaggerated details and wrong information about Egypt. The most important is to understand the mentality or at least try and then you'll understand many things about life in Egypt

I'm not sure about the laws, and I think u got great answers from other people above, but one thing I think is important if u are going to move there, is to adapt to the culture. It's essential to be urself, but also to respect and conform w/ the culture u are going to. People are going to embrace u b/c Egyptians are great,loving and warm. They'll make feel part of their family. It's hard to speak arabic, but try to mingle w/ Egyptians and listen to them. Pick up on their slang, and believe me, Egyptians like it when foreigners try to speak arabic, they respect the effort. Have fun and enjoy ur stay there!

18 is the age.
You can drink only in some dedicated places, you're not allowed to drink in a car, even if you are not driving.
