The Islamic Government was rebelled against by the blacks in the south. To defeat it, the government set up the Jangaweed(spl) which was a specialized police force to defeat the rebels. The Jangaweed kind of got out of hand and now I believe that they are no longer affiliated with the government(but you might want to check that). They are committing mass murder of the blacks and driving them into the Darfur region to refugee camps and also across the border into Chad. The Sudanese government will not accept help from the United Nations and the African Union troops they allowed in got their butts kicked. Basically the whole country is a mess.

All the "nations" in the area were set up by the Brits and the French disregarding tribal associations. The north and the south have been fighting forever and Darfur is a thorn on their side- different tribes. Hence, lets dispense with the weal. They are easy prey.
