Sometime in the 1980,s (I think). The IT department of Wiltshire Council was privatised via a management buy out. I am researching some history and am interested in this story. If memory serves me right the whole issue was subject to some controversy at the time. I am trying to find some background info into the story. I seem to remember that there were three senior managers involved at the time.

Check with the public library closest to Wiltshire. It may be that they have files on it. If you could get closer to the dates this occurred, you can check the newspapers -- usually on microfilm. Some newspapers have websites but ony the larger onew will go back to the 80s. I'm assuming that you're in the UK; it might be that the Times would have covered this, and as I recall they have a nice website. I'm not sure if you would have to pay for archived material, but check.

Okay, I've finally found an email address for an inquiry. They don't make it easy! libraryenquiries@wiltshire.gov.uk

Good luck.
