like a talent scout for models, and music artists?

Talent scout I'm not too sure about. If you looking to do something more along the lines of a casting director or something of that sort, best way is to try to get an entry level job at an agency. I know three people, all with law degrees that started in the mail room of a rather large agency. After a few months two of them got a break and were selected to come up as interns, then to assistants and then to jr. agents.

I know it sucks to hear but no reputible company, at least in LA, is going to turn over a potential multi-million dollar project to someone who does not have a proven track record for picking talent. Always gotta start somewhere.

There is no such thing as a talent scout. The powers that be in show business have tons of people beating down their doors to get to see them. They don't need to go out and seek new talent.
The people who call themselves talent scouts are themselves or working for scam artists. I'm an actor in L.A. and I've been approached by several of these types. The business just does not work that way.
