Intelligence is almost impossible to determine. You could go by someones IQ or or by how much they study. It depends on how you think of it. I could the smartest person in the world if I studied and continuously learned things. How well someone can learn really helps to determine their intelligence so they may not be the smartest person in the world but have the potential to be. What I am trying to say here is that no one in the world is the smartest person. There may be someone who is the best in one subject but no one can be the smartest.

I got 140 on the Tickle IQ so I am the smartest in my circle currently. Doesn't count for much in the scheme of things does it. The smartest to me is always the man with the money so Bill Gates wins both titles hands down. No one else can even come close.

Mere IQ doesn't tell us much about true brilliance. If you made a list of people with the very highest IQs you'd just have a bunch of freakish nobodies (like Marilyn vos Savant, who is a nobody).
More relevant is the shortlist of people who've accomplished truly lasting and influential feats of the intellect. So of all time on the list you'd have to include:
- Isaac Newton (c'mon he invented calculus AND gravity)
- Gottfried Liebnitz
- Leonhard Euler
- Carl Friedrich Gauss (best mathematician of all time)
- Albert Einstein
- Whoever designed the Dallas Cowboys Cheerleaders uniforms.
Not sure about today's champ. I think Hawking is seen by professional physicists as a bit over hyped.

Since 'smart' is an utterly relative, subjective term, there is no answer to your question. Intelligence is not a single component, but varies in type and depending on the culture making the evaluation. No IQ test is definitve. I'm surprised you didn't know all this already.
