ok first off.
YOU DO NOT NEED TO LEVEL ANY FORMS TO RECEIVE FINAL FORM.
these are the requirements for receiving Final Form.
You must have seen the FMV sequence where Sora fights Roxas while in The World That Never Was.
You must have 5 Max on your Drive Gauge. which you automatically have.
From this point all you do is wait until you're in a fight. and Drive into a Form, ANY FORM. if you get into the forum, use a save orb and go to the world map while in the form to preserve your Drive charge. repeat. Eventually you'll either A: drive into Anti-Form (basically a heartless) if that happens you're getting closer to Final Form. or B: youll drive into Final Form (youll be silver).
FROM THEN ON IT WILL BE IN THE MENU.

After you see the scene with Sora battling Roxas, the final form will be ready for you to get. In order for you to get it, you will need to use your drive forms. The final form will come at random. Everytime I get to this point, I would find myself in one of the Olympus Coliseums' tournaments when it comes. Once you get it, you know what to do. Hope this helps!

it IS confusing!!! you have to pass through the castle completely where all the Nobodys are. you have to keep fighting them and leveling up in your other forms before you can get it. and there is no level you can reach to get it; it comes randomly....
