Local computer security for file system, registry, system services In order to edit security settings on the file system, registry, or system services for the local computer, you must:

Create or edit a security template. For more information, see Create a security template.
Apply it to the local computer using Security Configuration and Analysis. For more information, see To configure local computer security

Steps Follow:

To define a new security template
Open Security Templates.
Right-click the folder where you want to store the new template and click New Template.
In Template name, type the name for your new security template.
In Description, type a description of your new security template, and then click OK.
In the console tree, double-click the new security template to display the security areas and navigate until the security setting you want to configure is in the details pane.
In the details pane, right-click the security setting you want to configure and click Properties.
Select the Define this policy setting in the template check box, edit the settings, and then click OK.
Notes

To open Security Templates, click Start, click Run, type mmc, and then click OK. On the File menu, click Open, click the console that you want to open, then click Open. In the console tree, click Security Templates.
Only administrators have the permissions to make any changes to the default security template folder, which is:
systemroot\Security\Templates

If you would like to create a new folder for new security templates, see To set a new security template path.
For more information on the different policy settings, see Security setting descriptions.

I got this info using windows help. hope it helps. good Luck!
