look at it, now those two things in front are called cups
you place the band around your waist, raise it a bit so that each breast has a cup to fit into.
Fasten the band. Adjust it to that your breasts are comfortably fitted in each cup.

Not every one can buy such things off the rack, or at supper market or at discount stores.
Male:
Man some times needs to ware a bra, unlike female ones they do not have cups. They ware them when doctor recommends them or their Physical Ed teacher request them.
It comes in few forms. It looks like big head band or just a band open at both end (long enough strap), if strap, should be tied to comfort level tight enough, knot need to be position in a comfortable zone but strap should be slightly below the nipples ( depending on the reason this position can vary, so check with the doctor or instructor). Also comes with Velcro at both ends, so it is adjustable.
Over weight man need them the most or they can suffer back pains and the chest pain from flopping or even just strain of the weight.
Female:
Just in case you are a female or asking it for your wife...
Go visit a shop that specialises in medical under-garments, they will measure you and fit you with one, buy it and they will give you tips, use their expertise.

Some bras snap in the front,some in the back.Take the bra and put it on, since your a guy you might want to put toilet paper in the cups so it will look like you have full breast..

i am healping you because you look a kind person in real trouble,first take the bra ,then put it on your chest,then take both the hooks back towards your back then put the hook,then adjust the strips on your shoulder.you have to do all this in frount of the mirror.

Since u wont have enough assets to fit it on ur chest, try putting an extra large one with the cups on your buttocks. That will look as different as your topic of interest!

You open the hook, put it back to front under your breast, hook it, turn it the right way, put your arms in the shoulder straps and pull the straps up to your shoulder. Its done.
