Well, it depends on culture, society, and time. For example for Aztecs in 16th century, Hernan Cortez could be a very very bad person. For Jews during the 2 WW, Hitler must be the worst of persons. I don't think you can label a person as the worst of every time, in every culture, and for all type of persons.

A leader who stops some people from using public transportation, who has offshore prisons and does not allow for due process. Kidnaps people off the street and sends them to prison indefinitely.

I don't know if we have the ability to judge that. The worst person ever is going to be the person who convinces the largest number of people to not believe in God and/or rebel against God. I would hate to be in the shoes of anyone so accused at the final judgment.

2. Saddam Hussein- Killed countless of his own people, ran country in ground
3. Nero- Killed thousands of Christians for their beliefs, literally burned Rome

There have been many really bad people in this world. I'd have to go with Hitler, though, due to all the innocent lives he took for no reason.
