The Caspian Sea does not touch Africa. Since the Arabian Sea is purely a sub-entity of the Indian Ocean, I'm not sure if this is the correct fifth.
Without a doubt, Africa is bounded by the Mediterranean Sea, the Red Sea, the Indian Ocean, and the Atlantic Ocean.
Now to the question of the fifth "major body" of water. I would vote for spliting "The Atlantic" into the North Atlantic Ocean and the South Atlantic Ocean based on current oceanography. One source indicates that the fifth boundary is the Suez Canal. While this forms a distinct boundary, I'm not sure it would be considered a "major body of water".
If Arabian Sea is included I don't know why any of the other "Seas", such as the Bight of Benin and the Strait of Madagascar, would be excluded.
The Southern Ocean would be a good candidate but by it's very definition it never touches land.
