It is a two bedroom house, but the tenant pays a minimum rent, for over 20 years, and the landlord just wants to increase the rent with new tenants. He is an very greedy, and mentaly ill person. He trys to belittle people, so they fear him. It makes him feel supurior.

unfortunately yes. If the lease is only for the senior citizen in question then any other person is excluded. Bringing someone else to live there would be a violation of the lease, and the landlord could evict them. If the landlord does not want to take that route, he/she could draw up a new lease to include the new tenants and the new contract stipulations. He could raise the rent or whatever he wants pretty much. It all depends on what the original lease contract states, and more than likely it's only for that 1 person.
