Me and the family are moving to San Diego because my husband is being stationed there (he's in the navy). We're a pretty young couple (early 20's) with 1 year old twin boys, and I was wondering if anyone could recommend a good neighborhood for an affordable price. Maybe even a specific apartment complex?

If your husband is stationed at the 32nd street Naval Station, then you probably want to stay someplace to the south of I-8. To travel to the base he will be using I-94 so it would be easiest if you were located someplace close to it. I would look at the North Park, City Hieghts or see if you can't rent a house in Kensington, Talmidge, south of the College District between 54th, College, El Cajon Blvd and University Ave (the area around this 'block' is a mixed racial group, but inside it are good schools, nice older homes and more reasonable rents), Lemon Grove or off Alvarado in La Mesa.

Since you asked for specific places to consider, take a look at the duplexes on 58th Street where it meets University Avenue. They have recently been up upgraded, there are a lot of mature landscaping, and it's easy to get to all the major freeways. Down University Avenue is the Copley YMCA with all kinds of great activities for the twins. There is a historically exceptional day care center at 54th and El Cajon in the Methodist Church, but there are also some other wonderful providers in the city.

San Marcos and Vista in North County east of Oceanside are relatively affordable areas. they're pretty new communties and still growing up there so it wont be runned down or old. But that's all they way up by Camp Pendleton so may be too far from where you are depending on where your husband is going to be stationed.

Clairemont Mesa in central San Diego is also a pretty cheap neighborhood and is close to the best parts of San Diego like Mission Valley, Pacific Beach, La JOlla, and Downtown. La Mesa, San Carlos, Grantville, and Del Cerro are also decent neighborhoods just east of mission valley and SD and are fairly affordable. I would try to stay north of the 8 but you can find some alright areas in Chula Vista too, but it's heavily latino south of the 8 freeway the closer you get to Mexico.

i have lived in San Diego for 56 years and that i'd recommend north county. Oceanside, Vista, Fallbrook. everywhere close to the coastline will be actual intense priced. college districts are very sturdy.
