That man was John Traicos, who played in South Africa's last 3 matches before the apartheid ban, against Australia in 1969/70. This was a line up that was filled with world class players, and if it were not for the ban they would have dominated the 70's.

Traicos then played for Zimbabwe in the 1992 World Cup, and also played 4 Tests in 1992/93 when Zimbabwe were granted full status by the ICC.

I dont think that there is any international player who has done that. Keppler Wessels was the only player to represent Australia but after the ban was finished represent his own country and captained it in the international arena.
