well if you mean flash animation as in (cartoon, action orientated/ movie) type of animation and not just like flashing buttons or gif images like the links someone provided to my knowlege there is no free online way to do that. You need a complex animation software (such as macromedia) to be ble to create flash animation such as cartoon/movie like and those you unfortunatly have to purchace (and to my knowlege tends to be hundreds of dollars) or unless you can find community computers such as at like schools that have computer labs that may have the programs on it and be able to use those.
