Contact Friend of the Court, he is responsible for this child and Friend of the Court will enforce that he pay what is fair for child support. As for the time he is spending with the child, there is no way to enforce that, just hope that when the baby get a little older he wants to do more with her, right now the baby is so little you cant do more then hold her, feed her which he might not have those instincts to do, some guys have a hard time.
As for if he is cheating on you perhaps you 2 need to sit down and discuss your expectations of each other and where your relationship is going. Direct is the best option. As for the child support do not feel that if you do that he will be mad, your daughter is entitled to that and just tell them the state contacted you about it. Good Luck

Well if he's not helping out all he's doing is wasting your time, let him see the baby, but to be fair to the child and you get a court order and make him pay for that baby. Let him do what he wants you have a child you have to take care of now. You don't have time to be wasting with immature people. People who aren't ready for children. Let him go. It may seem like you're losing something but the only thing you're losing is dead weight. God speed hon!

Go to court and get court ordered child support. I would say he is not your boyfriend anymore if he only comes by once a week now. He should know that it costs money to raise a child and he has to be told to do so. You said yourself he comes by to see the baby.. not you.

Sounds like you two aren't even a couple together. If he loved you he'd be with you each and everyday every single min of the day. I say sign out for child support and go to court. Or try talking to him.

I think you should move on and focus your attention to your baby. These are early signs that your boyfriend will not be around when you need him for his child.

Go to social services and get an order for child support and then dump him. It sounds like he is just being nice to you to keep you from legally making him responsible for his child.

Sounds like you're pretty much already broken up. You need to sign up for child support.

If he's never around, and doesn't take you places, he's probably doing something you wouldn't like him doing. Whether or not it's cheating on you is tough to say, but yeah, probably.
