We have multizone oil heat (hot water baseboards) and the downstairs zone isn't working. I got a new thermostat, and I know I wired it correctly, but it still doesn't work. I don't know if this is helpful or not, but it sometimes usually worked in the morning. Now it doesn't turn on at all! Could there be something wrong with the zone valve?

I agree the zone control valve is the next place to look. Have someone cycle the thermostat while you listen at the valve for indications of operation. If all else fails, check for lime buildup in the pipes..
