Sounds like you have a partial plug in a main drain pipe - or you are on a septic system that needs to pumped as it is too full.

Rate of water draining out of pipe is less than rate of water coming in from the washer.
Cause is probably a clogged drain. The clog could be anywhere from the actual washer drain pipe to the main house waste water system.
It's plumber time.

Either the force of the water is to much for the size of the drain, or you have a blockage somewhere at the end of the drain preventing the water from flowing directly out.

There is a blockage somewhere in your drain pipe. If isn't a blockage, determine if the diameter of your drain pipe is adequate to handle the volume of water that is flowing through it! It should be 1 1/2 dia. that should connect into a 3 in. pipe within a couple of feet of the hose!

They sell lint traps to attach to the end of the washer drain hose. If you can't find them, use an old nylon. You will be surprised at how much lint comes out with the water! It is really gross. Your drain is most probably clogged with all this lint.

It sounds like you don't have a vent for your washing machine so the suction is created when a large amount of water goes through the pipe.

Been there, done that! You have a blocked pipe. The water has nowhere else to go. If you're not able to remove the clog yourself, call a plumber.
GOOD LUCK!!

I believe the problem is that your drain system is to closed up and needs to be vented. I believe it is causing a suction which is backing up the water.
