Look into The Steps of Rome in SF. Bucca is always a good best, especially if you can reserve the "Pope Room". Cheesecake Factory, as yummy as it is, is not a really great option because they don't take rezies and your party would be waiting forever. Benihana is always a crown pleaser, but I believe only 8-10 people can fit at a table.

You do not mention her age, ro your price range. I would look for a nice italian place. You could do family style somewhere casual like Buca di Beppo, or do more upscale like Rose Pistola. You could also do Chinese at Ton Kiang's.
You could take her to see Legally Blonde the musical, currently playing, or something very SF, like Beach Blanket Babylon.

Hey you can try Miramar beach restaurant at half moon bay that is where my husband took me for dinner on my 1st b'day after our marriage.excellent view of the ocean.you can actually see the waves coming towards you.

i would go to the waterfront resturant in rodeo its on the water and has beautiful views good food good bar and a dance floor
