How about global warming, a "hot" topic right now LOL; death penalty for or against; war in Iraq; embryonic stem-cell research; those are the controversial topics that come to my mind right away...

Creation/evolution
Abortion pro and con
Illegal immigration
The war in Iraq: 1. was it the right thing to do? If not, what would have been better? How could they have known it was a bad idea? 2. where to go from here?
Virtues and problems of ethanol
Islam: peaceful or violent
Eminent domain violations by government
Raising the minimum wage: good or bad?

Some of these are more than semi-controversial! Sorry.

How about how prevention of same-sex marriage is either discrimination, or creating a situation of "separate but equal," since marriage rights are given by and administered by the STATE?

You could research the historical basis of marriage as a governmental/state construct, throw in a few things about the separation of church and state (in the US).

If you want it to be a more neutral and not persuasive paper, you could do it on the various types of stem cell research being currently promoted, and the ethical concerns being raised about each.

Many people argue weither or not there is really a gene in the dna that makes peolple gay. You could write about this but be sure to do your research. You could entite it "Is this a disease". I think this is very creative since this is a rather touchy subject that most people do not like to touch up on.

Censorship
1980, the censors crawled out of the woodwork, seemingly overnight, organized and determined. Not only would they decide what their children could read, but what all children could read. Challenges to books quadrupled within months, and we'll never know how many teachers, school librarians and principals quietly removed books to avoid trouble. Fear
I believe that censorship grows out of fear, and because fear is contagious, some parents are easily swayed. Book banning satisfies their need to feel in control of their children's lives. This fear is often disguised as moral outrage. They want to believe that if their children don't read about it, their children won't know about it. And if they don't know about it, it won't happen.
