I have removed vinyl letting from lots of vehicles. I work at a used car dealership. The best way to remove it is with a hot air blower or hair dryer. Once the heat loosens the glue on the back of the lettering, it will peel off easily. You may need to use some goo-b-gone or something similar to remove the glue residue if any remains. Be very careful is you use any razor blade, as they can still scratch the surface of paint.

Plastic razor blades if they're on the paint. Maybe spray it with some Tar & Bug remover to soften them first and after you get them off to remove any adhesive residue.

I read somewhere that using an oil (cooking) or WD40 to soak it on and then it should peel off. It has to saturate the sign, so it can take a few hours.
