So far the dryer is running but there is no heat and i just got the dryer so i know that it works. So i thought mabey i needed to run a jumper wire and then it would run and the heat would work.

If you have connected the center wire of the 3 prong cord to the center post of the terminal block of the dryer and the other two wires to the remaining posts you should have heat. You do not need a jumper wire. Recheck your connections and make sure that everything is tight and all of the wires are on their terminals. Did the red wire come off of it's terminal when you changed the cords?

You may have a problem in the receptacle or a problem in the breaker box.

the extra wire on the 4 prong cord is a ground. when it was installed, there was a ground wire (or strap) going to the middle post that was disconnected. Reconnect the wire/strap & hook up the 3 wire cord. Connect the middle wire of the cord to the middle post & the other two to either outside post. If your dryer doesn't heat after this, there is either a problem with the dryer or the power supply to the outlet. It is very possible that 1 leg of the 220 volt circuit is dead.

Usually electric dryers can run off of the 3 or 4 prong plug, depending on the outlet style you have. So if your isn't working properly, you should check the dryer's owners manual to be sure you have connected the wires correctly for the type plug you are using.

If you have a 110 outlet, does the dryer run on 110? A 110 socket is connected to a 110 line, like a lamp is. Most dryers run on 220, and must have a 220 socket.

Just make a phone call or stop by the place where you bought it the wall outlet and cord plug must match and there are both systems in use.Don't risk ruining your equipment or electrocuting someone stupid........ or yourself either.
