There was the sense that the way things were progressing, the sanctions regime was failing. Dick Cheney, himself, had argued to lift the sanctions as recently as the year 2000.
Problem: Saddam Hussein was officially an enemy of the USA, and Congress had no intentions of lifting the sanctions, and this meant that Iraqi oil was more obtainable though trading nations that it was to US corporations given the way things were going.
The 2001 Energy Summit prior to 9/11 mostly involved detailed discussions on how to develop Iraqi oil resources as if war were a foregone conclusion (source--Paul O'Neil, Secretary of the Treasury).
Compounding the problem, there were neoconservatives who believed wrongly that the US needed to flex its muscles in the region in order to assert US hegemony. It sounded good to a lot of people. Also, in the words of President George W. Bush, "He tried to kill my daddy".
What we had was a perfect storm, an Administration comprised of academics who wanted to try an experiment in nation building using US military supremecy as the chief tool for asserting US interests abroad, a President who doesn't like complicated scenarios and believes things can always be simplified, a lobby of Energy interests who were hobbled by the sanctions regime, and a dictatorial rule nobody, including most arabs, liked.
Unfortunately, we sent too few troops, almost none of which could speak arabic or understood and appreciated the culture, into a situation that was ill-conceived from a strategic point of view and that relied of little intelligence or understanding.
It will be officially over when we leave and the Iraqis can go about resolving the problem. Right now we are exaccerbating the problem, and any solution that involves our military is literally decades away and will likely succeed in uniting all opposition before it can be successful. Hence, the military solution is probably doomed, and whoever owns up to that is going to get a lot of grief over the admission of this error.

It seems like it won't be over until Bush gets out of office. I really think that he will keep them there until then. It's really sad because every day more, and more of the troops are dying. They don't need to be over there anymore. I feel like we have went there and helped them. Their not a part of our country so why should our troops be dying every single day for them when they clearly don't want us there anymore??? They want the US troops to leave. It's like bush is stupid or something. He has got to be the most hated president. It's OK to want to help out countries that need help, but the US always has to run to everybody's rescue when it isn't even their business. Iraq needs to start learning how to stand on their own two feet, and the only way for them to be an independent country is to let them do things on their own their own way. They got the help they needed. We have no business being over there anymore. It's really sad.

Unfortunately for the rest of our natural lives. There will be no peace in Iraq because too many nations outside of Iraq hate the fact that we are there.
Nostradamus predicted that the 3rd world war would end in 2027. Whether he is right or not is for us to find out.

To be quite honest.
When it is not profittable anymore to the weapons manufacturers and defence companies............also the oil companies.
This war could go on forever, the middle east has been a place of conflict forever.

It will last until the Shi-ites and the Sunis end up killing each other off until there is no one else left to be killed. It's sad but thats the way it seems to be.
