Yep - Ofcom can't do much as basically they were overwhelmed with the problem of ISPs and many of the internet providers just ignored them. We had a problem with Tiscali recently and took them to the arbitration body CISAS below. We claimed compensation and costs (didn't cost us anything but it does cost the ISP to defend and have a judgement made!) and they found in our favour...I would urge all people with problems with awful ISP providers to go this route

Or if this is an ongoing problem which you have failed to resolve contact BBC Watchdog - they love to get involved with stuff like that. What is the problem you're having...?
