Water temp is 78 degrees. Eggs don't have fungus and appear to still be live.

Yes, the temperature can influence the hatching time by several hours. Give it at least another 6-8 before worrying.

Yes definitely. I keep my angelfish eggs at 81-82F and it takes about 2.5 to 3 days for them to hatch, and then another 2.5-3 days for them to become free swimming, so don't worry yet, you're still in the normal zone at this point. Give them another few days.
I wouldn't advise an increase in temp but if you have a quality heater you could increase by one degree every 6 hours until you get to 81F, but 78F is fine.
