Do you need to fill in a boarding card on arrival?

You have to fill out Embarkation card for immigration purposes. The card supposedly will be given to you together with your ticket and it will be surrendered on the immigration on your check in departure.

You have to fill out an Immigration and Custom Declaration form same as when you are going back home.
Fill the forms out on the plane asit could save you some time once you have dis-embarked.

Prior to any destinations abroad including Philippines we all have o fill out a document called custom declarations. They are simple an just have a pen ready, your passport number, your airline and flight number.

If you mean a customs claim card, yes you do, and the airline provides it for you. You cannot get thru customs without one.

yes, the flight attendant will give you an embarkation card and you have to fill in some info and give it to the immigration officer when you arrive at the airport.
