Two things to start with:
1) Deregulate the insurance industry. Compare premiums in California to premiums in New York. Premiums cost up to 6 times as much in New York. Guess which state is more regulated.
2) Tort reform. Limit some of these ridiculous malpractice suits, and you will see the cost of health care drop considerably.

The for-profit insurance industry is the single most difficult barrier to affordable health care in the US.
Countries without for-profit health care insurance have systems which are much more responsive, comprehensive, efficient and effective.
In the US itself, the Social Security Administration costs only one half of one percent of the size of the fund itself to run each year. In order to achieve similar benefits for US citizens, the healthcare industry should be rerouted to public administration in a similar manner.
For example, community colleges could be augmented to house local clinics to take the pressure off emergency rooms at hospitals.
Also, nutrition and preventive care solutions must be incented that don't require expensive designer drugs, and pharma companies must be required to hold their marketing budgets to 10% of their research budgets instead of allowing the current situation, which is the other way around. FDA approval should hinge on this. Money spent on TV ads to encourage potential patients in harrassing their doctors to obtain prescriptions for the latest designer drugs instead of pursuing answers to healthcare needs for the population (why do we have 3 anti-impotence drugs, but serious holes in areas not as remunerative?) are disgusting.
Also, as with polio, we need a real effort to develop an AIDS vaccine, instead of paying huge bucks to pharma firms to continue spreading the disease through administering drugs that prolong the tolerance of the virus for extended periods.

I would make every employer offer group health insurance. If the Employer can't afford to pay for part or all of the premium let the employee pay it. Insurance companies will start lowering their premiums to get more customers. Group health insurance is already at a reduced cost. I would make the insurance companies also pay for yearly check ups after having the insurance a certain amount of time like a year. The employer can pay for part or all as a fringe benefit. I would also make all the hospitals non profit organizations which a lot are already.

You can make it more affordable by increasing the number of seats in medical school, which the AMA limits precisely to keep doctors' pay up.
Other than that, I'm not sure what you perceive to be the problem. Starbucks offers health insurance benefits to baristas working 32 hours or more per week.
Starbucks.

Stop the stupid malpractice lawsuits that have gotten out of control. There are times that it is truly malpractice -but way too many of these frivilous lawsuits suck up court time and cost us in our personal medical care. If people that sue for frivilous reasons were at risk of having to pay all court costs for their own stupidity - maybe there would be less of these lawsuits and then our healthcare wouldnt' cost so much.

It costs a lot of money to stay on the cutting edge of healthcare and disease treatment, and to keep doctors in the top social tier.

Let doctors and hospitals and other high paid professionals know they are NOT worth what they are getting paid. They are like anyone that gets a higher education. No more no less. And base their salaries on that versus their reputation.
