Legally, yes, theoretically, though doing so on a large scale might be looked upon disapprovingly. Unfortunately for your plan, though, pennies aren't made of copper. There's a thin copper shell on a base-metal core. And I mean thin. I dissolved the stuff inside for a lab back in high school and the copper that was left crumbled away if you touched it.
