This is usually true when the scene is at night. It was done in black and white movies for reflection and perspective. A street in black and white looks like a big black void. The color they usually do it to give the frame more depth, like putting a mirror at the end of a small room makes it look bigger.

That is only in some movies! and sometimes the movie people wet is to make it look better.

It either rained, or the street cleaner just went through - these are only night scenes. It enables you to see where the street is in the night scenes.
