voumle control panel will not open try everything that everyone told me to do?

it was there in oct but it is going my pc is windows 98 please help me find the right answer

I would suggest making sure that the sound card drivers are installed correctly. Hop onto your computer manufacturers website and download the drivers for that particular model.
