I have done some research and it looks like byte serving is an option ( it only downloads one page at a time) or fast web view. I use a free pdf creator (pdf995). I need to find a way to make the download of the file very fast so people will want to download it and not get frustrated. Any options? Thank you

You could try putting it in a compressed file (.zip file) that should cut down on the size. I don't know how dramatically it will cut it down, but it should a tad.

if you have adobe photoshop available you can go to save as, change the name, and then select the size of file that you want to save it as.
