What gets rewarded, gets done.

Employees are usually money motivated, and will tend to emphasize those behaviors that employers tell them will be rewarded. The performance management system is the tool where those desired behaviors should be evaluated and rewarded.

because if you do not explain to people why they are following the rules and what they can earn by doing so they will resent the rules and not comply with nor enforce them...to sum up..."Because I said so..." does not work as a management schema...
