The planet formed about 4.6billion years ago but it would have been very hot then. The collision of a Mars sized object with the Earth is thought to have occurred just a few 100million years after formation. This produced the Moon. After that, the planet would have taken some time to cool to the extent where oceans could form.

Life began on the planet some 3.5billion years ago so there would have to have been water then. 4billion years ago for the first ocean sounds very reasonable.

Perhaps. There is some evidence that there was liquid water 4.4 billion years ago. It would have formed oceans very quickly -- perhaps in just a few 1000's of years.

Some scientists think the first oceans formed 3.8 billion years ago. Others say it was 4.4 billion years ago.
