Make a crown from cardboard, spray paint it gold, then stick on self adhesive gems or jewels you can buy.
dress the child in one colour, quite a bright colour and just get a big bit of cloth thats the same colour and make it into a sort of cape tied loosely round the neck, and decorate it with a bit of fur or more gems or outline with glitter glue pens.

Purples the most regal color so a cape of purple velvet fabric (popular & inexpensive now, or harvest a dress from good will store). Add a faux fur neck piece or something resembles a white ferret pelt.
The regalia of kings (means crown, etc.) be a gem stone binding the robes front chest. Use a clip on broach or a hair clip jewel with jewel or glitter one there as they'll be safest.
Kings had staffs with round ball at top to strut their stuff . But being 3 he probably wont want to walk with this or that's not important.
A crown of foil would be suitable for older children but dangerous fall apart bits these days with foil so thin & at 3.
Use cardboard supports found in clothes packages as these are the right thickness for many crafts. Give a crown of that covered with a golden fabric that has sheen. Use purple & gold as they say regal !
other: To give him tall leather boots. (They all wore those) Use brown fabric and cover his pants with, taped.
Easier to tape with clear big roll of tape the extras like boots, etc.
If this was meant to humorous king him glitter glasses frames: rock & roll king.

Katie and others have given answers appropriate overall. I offer that my mum and Gran used gold paint for the crown and a old wrapping paper roll for the staff, black and red (Yes it was nearly as tall as I)!

Wellies with trousers tucked maybe a bit bigger size to make them look baggie, like plus fours .
Cape/cloak made of some sort of silky or velvet material
Maybe a white shirt with a black cravat.
