Definitely in tropical areas, because tropical areas get more of the sun's energy than any where else in teh world. And C4 plants have reduced photosynthetic output, it's just better adapted for dry areas because of reduced trasnpiration, and regular photosynthesis has photorespiration which screws things up.

Hmmm tricky question to answer.

What type pf plants are you referring? C3 or C4 plants?

If I still have to answer the question you posed, I wold say at the equator as there is the most ommount of energy received (as light energy). But not all plants are able to grow at those high temperatures.
