By cheap I mean free, and I need them for a Independant film...one that doesn't have Zombies. I need them soon...

go to local community theater companies or colleges or schools and ask there. ask friends, family, associates etc for any people they might now who'd be interested.

I've had success placing classified ads for actors. You can try that.
Otherwise community theatre or talk to high school and college drama teachers for recommendations of their prize students.
Also, you can try and place audition ads in coffee houses, art house movie theatres, independent movie rental stores etc. Plenty of aspiring actors in those areas.
