Are you saying a person has the ball and someone slaps it while trying to get the ball, or are you saying the ball is loose and somene slaps someone's hand while trying to get to the ball?

If someone is trying to get to the ball while it is loose and you impead them from doing so by physical contact (including slapping the hand), then it is a loose-ball foul. But if you make an incidental physical contact during your attempt to get to the ball while it is loose, then it is usually a no call.

If someone has the ball on their hand and you slap the hand, then it is a no call. Ball is part of the hand. But if you slap the grey area part of the hand, the area between the wrist and the hand, or any area outside of that, then it is usually a personal foul.

Yes. Now there are different ways to count it. Is hte ball in control of the other player? There are loose ball fouls that happen due to this and personal fouls too.

it depends on how the strike at the ball so yeah it can be a personal foul it happen at my basketball game.
