The obvious answer is NO. However, if your economic conditions and family size qualify, you may apply to Habitat for Humanity. If qualified, the house and lot are free, but you will have to agree to put in some "sweat equity" (physical labor) on the project. Since a new home (where I build) is $400,000 and up, I doubt that you will find a sane builder that would build you a new home......UNLESS....you married him and made him a VERY happy man!

Sure, you buy the materials and tools. Tell me what size dolls will be living in this house and I'll have it done in a week or two.
Seriously, the closest thing to free you'll find is making a shack yourself. Regardless of who does it, one way or another, there's no avoiding paying for the materials. Plus a house must go through several inspections before people can legally live in it.
If you are serious about wanting a house built, I suppose you could apply for Habitat for Humanity too. Though I don't think they really do custom plans and as previously said, you have to put in labor.
