Its just this guy is really mean and strict with everyone else and only winks at me, and says things like he knows i like him and he goes on about how i've seen his nice side. is he wrong to say these things?

No matter the education level, HS or college, this type on interaction between students and faculty is wrong. He can get fired for it.

If you're in highschool, this is undoubtedly wrong of him to do. If you're in college, it's unprofessional to say the least. You're obviously uncomfortable with this. Talk to him first. Tell him you're glad he thinks he can joke around with you but that you think his way of joking has become inappropriate. If he's smart enough to want to keep his job, he'll quit right away. He may not even realize how far across the line he's gotten. You need to remind him. If he continues to flirt or becomes confrontational, report him to the principal right away.

In a word: yes.
But it does depend on what type of school you are in: highschool, or post-secondary.
He probrably wants more than you want to give, and this becomes dangerous.
I know in my local school district, a teacher can and will get fired for this, with no questions asked.
If you are in highschool, I urge you to report this to the principal, or parents.

Yes, that does border a bit on the creepy side, and I'd say that's inappropriate behavior.

I would definately let him know that this is making you feel uncomfortable. Then, if it continues, let your parents tell him to back off. If he still doesn't get the message, take it to the principal and/or superintendent of the school. This is totally unacceptable and unprofessional behavior!
