I like your question tiger, as an artist I believe I can change my own perception, changing the reality of other peoples perceptions is something I strive for in my work, it depends on the individual whether they are open to changing their perceptions. most people are happy or unhappy at where they are in this life and are unwilling to change it

In a scientific sense we do not perceive reality, we see only our mind's interpretation of reality. For example all material objects are mostly empty space yet we perceive them to be completely solid. Another example would be the concept of time which is completely different in our minds from its underlying scientific nature. So, clearly yes, reality is just a perception.
As for the second part of your question, I will leave that to the more philosophically inclined. But I do not believe an individual can alter reality in any meaningful sense.

You can change only your reality...it will initiate changes within your reality including surrounding...Those who is close to you will notice changes with you...some will accept , some reject, but it will definitely attract into new created reality different people with similar realities...Actually you do it not consciously anyway, then blaming Life for bringing you unwanted people, circumstances, even events...Attempt to change people perceptions creates environment where you creating two extremes, love and hate, friends and enemies, drama, plainly speaking...That is why it is strongly suggested to make Peace with yourself first...When it is done then there won't be enemies present...

Yes, a person's reality may be changed by changing people. Cases in point, the wicked stepmother, Hitler, prince charming, etc. All these people changed other's realities.
