As far as I know, after looking long enough for a program that allows that, there are no free Pc to landline phones programs out there. You have to subscribe or pay for your call.
Phone to PC and PC to PC are free for the pc user. The phone user will pay the connection obviously. But the opposite is not free.
For a certain time I believe Skype allowed users to make those calls for free but I'm pretty sure it's over now. It was a promotion stint.

That will work for awhile before they get you to pay for it. Skype was free for several months but that ended January 1st.
