Something that would list ALL stocks for a market with the selected criteria?

There are many available stock screeners that would do what you want. "The Kirk Report" recently published a list of screening tools:

Each screener has their strengths and weaknesses, but my top two choices would probably be Reuters and MSN. I prefer Reuters over MSN because it allows you to export up to 100,000 pieces of data while MSN only allows you to export data for 200 stocks. Note that the MSN screener doesn't work with FireFox.
