The idea is that if the transaction has one or more parts
in the US, it is illegal.
The reasoning is iffy, I'll admit.
However, would we consider prosecuting the crime
of murder under such circumstances? That is, if part
of a murder (such as, say, obtaining the funding)
was committed on US grounds, should the US be
able to prosecute it?
Personally, as much as I abhor gambling, I don't see making
it illegal. It just ties up the legal system and doesn't actually
prevent people from doing it - doesn't really even slow them
down.

If any part of the transaction occurs on US soil, then technically it is covered by US law - I think that's what they're going with. Certain crimes, such as child porn have extra-territorial clauses to them so that they apply to US citizens wherever they are in the world.
I'm not sure that the US has any right to try to prosecute non-US citizens who are not in the US and who are doing things that are legal in the country they are in.

Information can be filtered; if you argue that it shouldn't be, we should take off our firewalls and pop up blockers. The government has the right to uphold the laws that the legislating body prescribe.
For example, if you buy homosexual pornography in Kentucky via website, and they send it to you, that is actually against the law in Kentucky. They can arrest the person and try them. However, they probably wouldn't because both people are guilty in the crime.
But the point is, if someone breaks an American law via internet and they are sitting in France, they are responsible because their physical location extends well beyond the confines of France. If you said that this person sent a letter to you and threatened to kill you, then I would hope that it is the case to be able to bring justice to that person regardless of his physical location.

You think America is hated now, you just wait until after we bomb Iran and continue to kiss Israel's ***. In fact many people are leaving this country and I don't blame them. Europe is where we came from and after seeing all those beautiful cities and mountains in Europe it's no wonder people are going back.
