Good question!
I think a lot of issues require a BALANCING of the pros and cons of various proposals.
I would keep a basic principle in mind: what course of action will best use our resources to result in the greatest good.
I think market-based solutions work well, because people react to the profit motive.
I realize this is very vague, but it's a start.
